
The Panama Center for Conciliation and Arbitration (CeCAP), based at the Panama Chamber of Commerce, Industries and Agriculture (CCIAP), and the Panama Olympic Committee (COP) officially launched the Panama Sports Arbitration Tribunal (TADPAN). At the same time, they presented the Panama Sports Arbitration Commission (CAD) and its members.
The CAD will be composed of: Juan Pablo Fábrega, President; César Tribaldos, Vice President; José Javier Rivera, Secretary; Ricardo Cupas, Assistant Secretary; Edgardo Carles, Treasurer; Luis Hincapié, Assistant Treasurer; and Roberto Troncoso, Member. This Commission was appointed by mutual agreement between the COP and CeCAP for a four-year term, with the objective of promoting conciliation, mediation, and arbitration for the resolution of sports-related disputes.
For Juan Pablo Fábrega, president of the CAD, “the creation of the TADPAN and the adoption of a sports arbitration procedure regulation puts the Panamanian Olympic Committee on par with first-world countries and at the forefront of the region.”
The TADPAN is composed of twelve (12) arbitrators, all lawyers with recognized international experience specializing in sports law and the resolution of sports disputes at both the national and international levels. They were nominated by the National Sports Federations and appointed by the Sports Arbitration Commission (CAD).
Camilo Amado, president of the Panamanian Olympic Committee, stated that “for the COP, this launch of the Panamanian Sports Arbitration Tribunal not only represents a great motivation to continue working towards building a better sports system for our athletes, our sports organizations, our leaders, our society, and our country; but it also allows us to fulfill our strategic objectives and the principles of good governance that govern the Olympic movement.”
Furthermore, “it offers the national and regional Olympic sports movement a place where it is possible to resolve its conflicts at a reasonable cost, in a specialized, reliable, and expeditious manner, guaranteeing its legal security,” Amado stated.
Meanwhile, César Tribaldos, president of CeCAP, indicated that as the leading institution in the country in the administration of arbitration processes for almost 25 years, this represents an opportunity to innovate in our services, and what better way than by supporting the emergence and growth of alternative dispute resolution in sports, both nationally and regionally.
Along with this launch, a training session will be held for professionals interested in sports arbitration, as well as for the country’s leaders and federation members. This training will take place on Wednesday, July 25, at 8:30 a.m. in the Horacio Alfaro Hall of the CCIAP.
Among the experts who will participate in this training day are the arbitrators of the Court of Arbitration for Sport (CAS) based in Switzerland, the jurists Margarita Echeverría from Costa Rica and Juan Pablo Arriagada from Chile and, from Panama, the lawyer specializing in sports law Evaristo Domínguez.
